BMC Launches India’s First AI-Powered ‘CivitTwin’ Platform To Fast-Track Building Approvals In Mumbai

The Brihanmumbai Municipal Corporation (BMC) has launched ‘CivitTwin’, India’s first AI-powered building permission platform, during Mumbai Tech Week 2026. Unveiled by Chief Minister Devendra Fadnavis, the system uses artificial intelligence to pre-scrutinize building proposals, detect errors, verify regulatory compliance and identify required approvals before formal submission. The platform is expected to reduce approval delays, improve transparency and streamline Mumbai’s construction and redevelopment processes.

Mumbai: In a major step towards transforming urban governance through technology, the Brihanmumbai Municipal Corporation (BMC) has launched ‘CivitTwin’, India’s first Artificial Intelligence-powered building permission platform. The innovative system aims to significantly reduce delays in construction approvals by enabling automated scrutiny of building proposals before their formal submission.

The platform was unveiled by Maharashtra Chief Minister Devendra Fadnavis during Mumbai Tech Week 2026 at the Jio World Convention Centre. Developed on the concept of a “Digital Approval Twin,” the system is expected to make Mumbai’s building approval process faster, more transparent, accurate and efficient.

AI To Detect Errors Before Applications Are Submitted

Under the new system, architects, developers and licensed surveyors can upload building plans and related documents onto the platform, where an AI-powered engine will conduct a virtual pre-scrutiny of the proposal.

The platform will automatically verify compliance with Development Control Regulations (DCR), identify missing documents, flag rule violations and determine all mandatory No Objection Certificates (NOCs) required for the project. By identifying deficiencies before formal submission, the system is expected to drastically reduce objections and resubmissions.

Reducing Delays In Mumbai's Construction Approval Process

Municipal Commissioner Ashwini Bhide highlighted that obtaining building permissions currently involves multiple applications, technical checklists and compliance requirements under the Maharashtra Regional and Town Planning (MRTP) Act. The process often results in repeated corrections, manual scrutiny and delays extending over several weeks or even months.

With CivitTwin, much of the information will be auto-populated from submitted drawings and documents, reducing manual intervention and simplifying the approval workflow. Officials believe the AI-driven platform will improve consistency, eliminate procedural bottlenecks and accelerate decision-making.

Around 60% Of Proposals Face Technical Objections

According to BMC officials, nearly 8,000 redevelopment and construction proposals are submitted annually. However, a significant number face delays due to incomplete documentation, missing approvals or non-compliance with regulations.

Chief Engineer of the Development Plan Department, Sunil Rathod, said that approximately 60 per cent of proposals receive objections for technical reasons, forcing applicants to repeatedly revise and resubmit plans. The new AI-based platform is expected to identify such issues at the initial stage itself and help reduce approval timelines to as little as five to six days.

The introduction of CivitTwin is expected to benefit multiple stakeholders across Mumbai's real estate ecosystem. Faster approvals can accelerate housing and redevelopment projects, reducing waiting periods and uncertainty for homebuyers.

Developers and architects are also likely to benefit from reduced paperwork, lower compliance costs and fewer project delays. The platform is expected to improve transparency while creating a more predictable approval process for construction projects.

Beyond building permissions, officials believe the system will strengthen long-term urban planning by enabling better integration of roads, water supply networks, sewage systems, traffic infrastructure and future redevelopment projects across the city.

With the launch of CivitTwin, Mumbai has taken a significant step towards becoming a technology-driven smart city, leveraging artificial intelligence to modernise one of the most critical aspects of urban development and infrastructure planning.
