BMC Selects VJTI for 6 Crore 9 lakh GMLR Audit of GMLR Phase 4

Independent Technical Audit Planned for New Eastern Express Highway Flyover

The Brihanmumbai Municipal Corporation (BMC) has appointed Veermata Jijabai Technological Institute (VJTI), Mumbai, to conduct an independent technical audit of the proposed second-level cable-stayed flyover under Phase 4 of the Goregaon-Mulund Link Road (GMLR) project.

The civic body will spend ₹6.09 crore on the technical audit. The move is aimed at ensuring that the major infrastructure project meets required safety, quality, and durability standards.

The proposed flyover will be built above the existing structure on the Eastern Express Highway (EEH) and will improve connectivity between the Nahur area and Airoli Toll Naka.

GMLR Phase 4 Includes Major Flyover Construction

GMLR Phase 4 has been planned with two major components. Under Part A, BMC will construct a 1,330-meter second-level cable-stayed flyover above the existing highway.

The structure will include a 180-meter-long main span and a 40.6-meter-wide section designed to accommodate five lanes in each direction. A 24.4-meter-wide viaduct with three lanes is also part of the planned infrastructure.

The project will also include temporary at-grade traffic diversions and left-turn ramps at all four corners. Around 1,600 meters of existing roads between Nahur and Airoli Toll Naka will also be improved to support smoother traffic movement.

Elevated Interchanges Planned at Mulund

Part B of GMLR Phase 4 will focus on improving the junction of the Eastern Express Highway and the Goregaon-Mulund Link Road at Mulund.

The plan includes elevated cloverleaf interchanges with ramps covering about 2,400 meters. These structures are designed to improve traffic flow and reduce the possibility of congestion at the busy junction.

BMC also plans to develop about 3,600 meters of permanent at-grade bypass roads. These roads are expected to provide additional routes and improve overall connectivity in the area.

VJTI to Carry Out Independent Quality Assessment

BMC has selected VJTI as the independent third-party agency for the Technical Quality Assurance (TPQA) work.

According to the proposal submitted by the BMC administration, an independent technical inspection is important to ensure that the project is completed according to the required quality standards and provides long-term durability.

The ₹6.09 crore service fee will cover the technical audit and related quality assurance work. The independent assessment is expected to provide an additional level of technical oversight during the development of the major flyover.

GMLR Project Targeted for February 2029 Completion

The entire GMLR project stretches about 12.20 kilometers and has been divided into four phases. BMC is targeting completion of the project by February 2029.

One of the major features of the project is a pair of twin tunnels measuring about 4.70 kilometers. The tunnels will have a diameter of approximately 14.20 meters, narrowing to 13 meters in some sections, and will pass underground through the hilly terrain of the Sanjay Gandhi National Park.

GMLR Expected to Improve Mumbai East-West Connectivity

Once completed, the Goregaon-Mulund Link Road is expected to create a faster east-west connection across Mumbai. The project is designed to improve access between the western suburbs and areas such as Mulund, Thane, and Navi Mumbai.

The improved road network and tunnel connectivity are expected to reduce pressure on several existing arterial roads. The planned route could also significantly reduce travel time between the western and eastern parts of the city, with the project aiming to bring some journeys down from around 90 minutes to about 20 minutes.

The independent audit by VJTI is intended to strengthen quality control as BMC moves ahead with the major GMLR Phase 4 infrastructure works.
