BMC to Process 1,695 Engineer Transfers Through Online System

The Brihanmumbai Municipal Corporation (BMC) will begin processing transfers, promotions and new postings for 1,695 engineers through a computerized online system from October 1 to 15. The new process is aimed at making engineer transfers more transparent and reducing manual involvement in posting decisions.

The exercise covers junior engineers, sub-engineers and assistant engineers who have completed at least three years in the same civic department. Out of the 1,695 engineers included in the process, 836 submitted their transfer preferences before the September 20 deadline.

BMC Introduces Online System for Engineer Transfers

The BMC has introduced a computerized and randomized system to manage transfers across its engineering departments. The system is designed to consider employee preferences along with available vacancies and the manpower requirements of different departments.

The list includes 485 junior engineers, 1,070 sub-engineers and 140 assistant engineers. Eligible engineers were given 15 days to submit between one and five preferred transfer locations or departments through the online platform.

The new process follows a controversy related to the transfer of 163 engineers. Their transfers were later stayed and cancelled. The BMC's decision to move the process online is intended to create a more structured system and reduce the scope for manual intervention.

Transfer Preferences Submitted by 836 Engineers

By the September 20 deadline, 836 engineers had submitted their transfer choices through the online system. The civic administration will now examine the submitted information before generating postings between October 1 and October 15.

The system will check factors such as an engineer's department, completed tenure and available vacancies. It will then generate postings based on the requirements of the respective departments.

Engineers who have completed three or more years in the same department but did not submit their preferences may also be transferred automatically. Their postings will depend on available vacancies and manpower needs.

Medical and Disability Cases Can Apply Offline

The BMC will continue to provide an offline option for engineers seeking transfers on medical or disability-related grounds. Such requests can be submitted separately for consideration under the applicable process.

The online system is primarily intended to handle routine transfers and postings for engineers who meet the required tenure criteria.

BMC Engineering Departments Face Staff Shortages

The transfer exercise comes at a time when several engineering positions in the BMC remain vacant. The shortage of staff is another factor that the civic body will consider while allocating new postings.

The BMC has 1,200 sanctioned posts for junior engineers, of which around 600 are currently vacant. This means about half of the sanctioned junior engineer positions remain unfilled.

The sub-engineering cadre has 1,900 sanctioned positions, with 270 vacancies. Among assistant engineers, 195 of the 590 sanctioned posts are vacant.

The online transfer process will therefore take both employee preferences and departmental manpower requirements into account while determining new postings.
