Maharashtra Approves BMC Pise-Panjrapur Water Tunnel Project

Underground Tunnel to Create Safer and More Reliable Water Transmission Route

The Maharashtra government has given prior approval to the Brihanmumbai Municipal Corporation’s (BMC) proposed Pise-Panjrapur water tunnel project, marking an important step toward improving Mumbai’s long-term water supply network.

The planned underground tunnel will create a dedicated route for carrying water from the Pise Waterworks to the Panjrapur Water Treatment Plant. The project is designed to replace the existing open-channel system, which is more exposed to water losses, leakage and possible contamination.

The approval was issued through a Government Resolution by the Urban Development Department. The decision comes as the existing water transmission infrastructure faces challenges from aging pipelines and limited space along the current water-main corridor.

Pise-Panjrapur Tunnel to Reduce Water Losses

Currently, water supplied from the Bhatsa Dam reaches Pise Waterworks before being transported to the Panjrapur Water Treatment Plant through open channels. This arrangement can expose the water supply to leakage and external contamination.

The proposed underground tunnel will provide a closed and more protected route for water transmission. By reducing exposure to outside pollutants and minimizing leakage, the project is expected to improve the efficiency and reliability of the city's water distribution system.

The tunnel could also provide greater operational stability during the monsoon season and other emergency situations when maintaining a steady water supply can become more challenging.

BMC Must Complete Geological Studies Before Construction

Before construction begins, the BMC has been directed to conduct detailed geological investigations along the proposed tunnel route. The findings will help engineers understand the underground rock and soil conditions and select an appropriate Tunnel Boring Machine (TBM).

The civic body must also ensure that tunneling activities do not create risks for nearby residential buildings, commercial properties or other structures.

The geological assessment will therefore play an important role in determining the construction method and ensuring that the project progresses safely.

Environmental and Technical Clearances Required

The state approval allows the project to move forward, but the BMC will still need to obtain the necessary environmental, technical and other statutory clearances from the relevant Central and Maharashtra government authorities.

The required approvals are expected to be completed before actual tunneling work starts.

Project Could Strengthen Mumbai’s Long-Term Water Security

The dedicated tunnel is planned as an important addition to Mumbai's water transmission infrastructure. A protected underground route can help reduce losses associated with open channels while limiting the possibility of external contamination and unauthorized water access.

Civic officials have also highlighted the tunnel's potential to support more reliable water transmission to the Panjrapur treatment facility during periods of heavy rainfall and emergencies.

With prior state approval now in place, the BMC can move toward the technical planning, tendering and other preparatory stages of the Pise-Panjrapur water tunnel project. The initiative is expected to support a more secure and dependable water supply network for Mumbai in the coming years.
