Maharashtra Sets Service Standards for Government Hospitals

Maharashtra has introduced clear service standards for government hospitals to make public healthcare more consistent, accessible and patient-friendly across the state. The new framework defines the medical services, specialist doctors, trained staff, diagnostic facilities, medicines and citizen services that hospitals should provide according to their bed capacity.

The government resolution brings together existing healthcare norms and gives hospital authorities a clear framework for maintaining essential services. The Commissioner of Health Services has been assigned responsibility for implementing the new standards across the public health system.

New Healthcare Standards Based on Hospital Capacity

Under the new framework, different categories of government hospitals will follow service standards based on their size and capacity. These include 30-bed rural hospitals, 50- to 100-bed sub-district hospitals, 200-bed general hospitals, district hospitals and women’s hospitals.

Specialist medical officers will be provided according to the prescribed staffing pattern. Separate standards have also been established for psychiatric hospitals, TB hospitals and referral service hospitals to ensure that patients receive care suited to their medical needs.

More Specialist Doctors and Trained Healthcare Staff

The standards focus not only on doctors but also on the wider healthcare workforce needed to run hospitals effectively. Hospitals will need trained nursing personnel and other professionals such as laboratory technicians, pharmacists, dietitians, optometrists, physiotherapists and radiology technicians.

Additional staff will also be required for specialized facilities, including Newborn Stabilization Units, Special Newborn Care Units, CT scan centers and dialysis services being supported through the National Health Mission.

The move is expected to help hospitals maintain better staffing levels and improve the availability of specialized healthcare services.

Diagnostic Services to Be Expanded

Diagnostic testing is another major part of the new standards. Under the Indian Public Health Standards 2022, 30-bed rural hospitals are expected to provide 74 types of diagnostic services. Sub-district hospitals are expected to offer 111 types, while district, general and women’s hospitals are expected to provide 134 types.

Existing facilities already provide a significant number of tests. Rural hospitals currently offer around 76 types of tests, while 100-bed sub-district hospitals provide about 110. District hospitals currently offer around 122 types.

X-ray and ultrasound services are expected across hospitals. CT scan facilities have been prescribed for 100-bed sub-district hospitals and larger facilities. MRI services are expected at district hospitals, particularly facilities with more than 200 beds, although some 100-bed hospitals are also being equipped with MRI technology.

Essential Medicines to Be Available

The government has also specified essential medicine requirements for different hospital categories. Sub-district hospitals are expected to maintain 403 types of medicines, district hospitals 438 types and referral service hospitals 426 types.

The medicine lists will be reviewed and updated from time to time according to government guidelines, helping hospitals respond to changing healthcare requirements.

Blood Banks and Storage Facilities

The new framework also outlines requirements for blood-related services. Blood banks are expected at district, referral service and women’s hospitals.

Blood storage units will be available at women’s hospitals and first-referral sub-district hospitals. These facilities are intended to improve access to blood and support emergency and maternity care.

Essential Hospital Services to Continue Across Facilities

Government hospitals will also be expected to provide core services such as laboratories, operating theaters, maternity care, immunization, postnatal services and post-mortem facilities.

Dialysis services will be introduced in phases, while AYUSH services will be provided at district hospitals and selected sub-district hospitals.

The standards are designed to create greater consistency in the services available to patients, while allowing facilities to expand according to their size and healthcare requirements.

Citizen Services Included in New Hospital Framework

The government has included several public-facing services as part of the hospital standards. Every hospital will be expected to maintain at least one ambulance and provide important citizen services.

These include disability certificates, medical fitness certificates, birth and death registration, benefits under the Janani Suraksha Yojana, dietary services and grievance redressal facilities.

By clearly defining these responsibilities, the government aims to make hospitals easier for citizens to navigate and improve access to essential services.

Maharashtra Aims for More Reliable Public Healthcare

The new service standards provide a common framework for government hospitals across Maharashtra. By linking services and staffing requirements to hospital capacity, the government aims to ensure that patients receive appropriate medical care, diagnostic support, medicines and essential citizen services at different levels of the public health system.

The framework also gives hospital authorities clear responsibilities for strengthening manpower, equipment and support services. Its effective implementation could help improve the overall quality, availability and reliability of government healthcare for people across Maharashtra.
