Maharashtra Sports Quota Gets Digital Certificate Verification

New Sports Quota Rules Aim to Improve Transparency and Protect Genuine Athletes

The Maharashtra Cabinet has approved a revised 5% sports quota policy for government jobs, introducing uniform eligibility rules and a digital system to verify sports certificates. The move is aimed at making recruitment more transparent while giving meritorious athletes better access to government employment.

The decision was taken during a Cabinet meeting chaired by Chief Minister Devendra Fadnavis. Under the revised policy, eligible sportspersons will have three months to validate their certificates after the new Government Resolution is issued.

5% Sports Reservation Extended Across Government Jobs

The 5% parallel reservation will be available for direct recruitment to Group A, B, C and D positions in state government departments and subordinate offices. The policy will also cover Zilla Parishads, Panchayat Samitis, Gram Panchayats, municipal corporations, government undertakings, boards, corporations and universities.

Government-aided educational institutions, ashram schools, cooperative institutions such as banks and sugar factories, and recognized voluntary organizations receiving government financial support will also come under the policy.

The revised rules are designed to support athletes who have represented Maharashtra or India at recognized national and international competitions and provide them with greater career and financial security.

Krida E-Praman to Bring Digital Sports Certificate Verification

One of the biggest changes is the introduction of the Krida E-Praman automated digital system for sports certificate verification. The system is intended to reduce the use of fake or invalid certificates during recruitment.

Competition organizers will have to upload digitally signed competition results within seven days after an event is completed. The system will use blockchain technology to securely preserve records and help prevent unauthorized changes.

Cryptographic hashing will also allow officials to quickly check whether a certificate and its related competition records are genuine.

Existing Certificate Holders Will Also Need Validation

The Maharashtra government has cancelled earlier Government Resolutions related to the 5% sports quota and will issue a consolidated revised Government Resolution.

Candidates who were already eligible for the sports reservation under the previous rules will also need to complete certificate validation within three months from the date the new GR is issued.

Wider Eligibility for Athletes Across Different Job Categories

The revised policy provides separate eligibility standards for different government job categories.

For Group A posts, eligible candidates will include medal-winning athletes from recognized international competitions, including the Olympic Games, Asian Games, senior World Championships and Cups, Asian Championships and Cups, Commonwealth Games and senior Commonwealth Championships and Cups. Grandmasters in chess, Grand Slam tennis players, and medal winners at the Paralympic and Para Asian Games will also be covered.

For Group B gazetted posts, the eligibility list includes medal winners from youth and junior World, Asian and Commonwealth championships, Youth Olympic, Asian and Commonwealth Games, recognized international school competitions for athletes under 19, World University Games, International Master chess competitions, and Para World, Asian and Commonwealth Championships.

For Group B non-gazetted posts, medal winners from the National Games, national championships, National Federation Cup competitions, Para National Games and national school competitions for athletes under 19 will qualify.

Khelo India and State-Level Competitions Included

For Group C positions, the policy will cover medal winners from Khelo India competitions, All India Inter-University competitions, state-level senior, youth and junior competitions, under-19 state school events, state inter-university competitions and recognized state-level para sports competitions.

For Group D posts, athletes with the required sports qualifications, along with participants in senior National Games, national championships and Para National Games, will be eligible under the prescribed rules.

Sports Covered Under the Revised Maharashtra Quota Policy

The revised reservation will cover a broad range of sports, including athletics, archery, badminton, basketball, boxing, cricket, cycling, fencing, football, gymnastics, handball, hockey, judo, kabaddi, kho-kho, mallakhamb, rowing, rugby, shooting, swimming, table tennis, taekwondo, tennis, triathlon, volleyball, weightlifting and wrestling.

The list also includes modern pentathlon, skateboarding, surfing, sport climbing, golf, chess, equestrian sports and other recognized disciplines.

The policy allows sports included in three consecutive Summer Olympic Games after 2005 to be considered. Traditional and widely followed Indian sports such as kabaddi, kho-kho, mallakhamb, chess and cricket are also included.

Olympic, Asian and Commonwealth Sports to Follow Competition Rules

For the Olympic, Paralympic, Asian, Para Asian and Commonwealth Games, eligibility will be linked to the sports included in these events during the respective years.

Senior, youth and junior athletes competing in events organized by recognized sports federations will also be covered. Eligible sports conducted through recognized school-level and Khelo India competitions will come under the revised framework as well.

The updated policy is expected to bring clearer eligibility standards, stronger certificate verification and a more consistent recruitment process for athletes seeking government jobs through Maharashtra's 5% sports quota.
