MMRDA Gets Approval To Raise ₹13,294 Crore Through External Loans For Major Metro Corridor

The Maharashtra government has approved the ₹17,724.99-crore Detailed Project Report (DPR) for the proposed Metro Line 13, a major transport project planned to connect Mira-Bhayandar with Vasai-Virar.

The corridor will be developed by the Mumbai Metropolitan Region Development Authority (MMRDA) and is expected to improve public transportation between key areas of the Mumbai Metropolitan Region.

According to a Government Resolution issued by the Urban Development Department on September 3, MMRDA has been authorized to raise up to ₹13,293.74 crore through bilateral and multilateral financial institutions and other financial agencies. The loans are expected to be secured at concessional interest rates.

Maharashtra Government To Provide ₹2,810 Crore

The state government will contribute ₹2,810.36 crore as interest-free subordinate debt toward the project.

This funding will include ₹576.96 crore to cover 50% of Central Government taxes, ₹697.87 crore toward state and local taxes, and ₹1,535.53 crore for private land acquisition.

MMRDA will contribute an additional ₹593.63 crore toward the project.

Government land required for both permanent and temporary use will also be made available to MMRDA at nominal rates. The land has been valued at ₹1,027.26 crore, but this amount will not be provided separately as state funding.

Metro Line 13 To Cover 25.03 Km

Metro Line 13 will have a total length of 25.03 km and will include 16 stations.

The corridor will feature both underground and elevated sections. Around 3.25 km will run underground, while 21.78 km will be elevated.

One of the key features of the project will be a 4.92-km, six-lane integrated road-cum-metro bridge across Vasai Creek. The bridge will connect Panju Island and is expected to strengthen road and public transport connectivity in the region.

Project Cost Includes Construction Interest And Escalation

The approved project cost includes ₹1,382.57 crore toward interest during construction.

Another ₹1,884.49 crore has been allocated for cost escalation. These components, along with the main construction and development expenses, bring the estimated completion cost to ₹17,724.99 crore.

Multiple Revenue Sources Planned For Metro Project

The government has also outlined several revenue sources to support the financial sustainability of Metro Line 13.

These include premiums from additional Floor Space Index (FSI) within 500 meters on both sides of the metro corridor, higher development charges and an additional 1% stamp duty surcharge in cities implementing major urban transport projects.

MMRDA will also be able to generate revenue through commercial development of depot and project land, advertising, station branding, parking facilities, kiosks and ATM spaces.

Dedicated Urban Transport Fund To Support Future Development

Revenue generated through these sources will be directed to a Dedicated Urban Transport Fund.

The fund can be used for loan repayment, metro operations and maintenance, as well as future urban transport infrastructure projects.

Property and advertising income during the operational phase is estimated to account for about 10% of fare revenue, providing an additional source of financial support for the corridor.

Metro Line 13 Implementation Set For 2026 To 2031

The Maharashtra government has set 2026 to 2031 as the implementation period for Metro Line 13.

MMRDA has also been directed to prepare and submit a time-bound implementation program within 15 days.

Once completed, the corridor is expected to provide a stronger public transportation link between Mira-Bhayandar and Vasai-Virar while improving connectivity across the wider Mumbai Metropolitan Region.
