MHADA Mumbai Board Steps Up Crackdown on Illegal Construction Across Mumbai
A developer faces criminal proceedings after 12 unauthorized residential units were demolished in Goregaon, as MHADA strengthens enforcement across the city.
Mumbai, October 15, 2026: The Maharashtra Housing and Area Development Authority (MHADA) Mumbai Board has stepped up its action against illegal construction on MHADA-owned land, reinforcing its efforts to ensure compliance with building regulations. As part of this drive, a case has been registered at Goregaon Police Station against a developer over unauthorized construction on the top three floors of a building owned by Subhashnagar Cooperative Housing Society in Goregaon.
Under the leadership of IAS officer Sanjeev Jaiswal, MHADA continues to focus on better enforcement and responsible management of its properties. The Mumbai Board is taking legal action under the Maharashtra Regional and Town Planning Act, 1966, against individuals who carry out construction without the required approvals.
12 Unauthorized Residential Units Demolished in Goregaon
An inspection found that 12 residential units had been constructed without permission on the top three floors of a ground-plus-22-storey building belonging to Subhashnagar Cooperative Housing Society. The developer, Vikas Arvind Surti, had not obtained the necessary approval from the MHADA Mumbai Board before carrying out the construction.
Following the discovery, the authority completed the required legal process, including issuing a notice, conducting a hearing, and passing an order against the developer. The unauthorized structures were subsequently demolished on September 28, 29, and 30, 2026.
Police Case Filed Over Illegal Construction
The Mumbai Board also found that the developer had not reimbursed the expenses incurred for the demolition. Considering the scale of the unauthorized construction and the circumstances of the case, the authority registered a police case against the developer at Goregaon Police Station under the applicable provisions of the Maharashtra Regional and Town Planning Act, 1966.
The action reflects MHADA's continued efforts to address unauthorized development on its land and ensure that construction activities follow the prescribed legal procedures.
MHADA to Expand Enforcement Across Mumbai
The Encroachment Removal Department plans to intensify its drive against illegal construction in several areas across Mumbai. The identified locations include Siddharth Nagar and Motilal Nagar in Goregaon, Anand Nagar in Vakola, Tagore Nagar in Vikhroli, S.V.P. Nagar in Andheri, and Gorai and Charkop under the Borivali jurisdiction.
The authority will review cases involving individuals who repeatedly carry out unauthorized construction. Based on the available evidence and applicable laws, criminal cases may be registered against those found responsible.
MHADA Appeals to Residents to Follow Building Rules
The Mumbai Board has urged residents living on MHADA-owned land to obtain the required permissions before starting new construction or making unauthorized additions to existing approved structures.
MHADA has warned that structures built without the necessary approvals may be demolished and that criminal proceedings may also be initiated under applicable legal provisions.
The authority has appealed to citizens to follow construction regulations and cooperate with the administration. These measures aim to prevent unauthorized development, protect MHADA-owned properties, and promote planned and lawful development across Mumbai.
