MHADA Pushes Mega Cluster Redevelopment Plans Across Mumbai to Create Modern Housing & Better Infrastructure

MHADA is advancing large-scale cluster redevelopment projects across SVP Nagar in Andheri, Bandra Reclamation and Adarsh Nagar in Worli to modernize ageing housing layouts. Led by IAS Sanjeev Jaiswal, the initiative aims to provide larger homes, upgraded infrastructure, better amenities and improved urban planning. Covering over 206 acres, the projects are part of MHADA’s broader strategy to address Mumbai’s housing and land challenges through integrated redevelopment.
Mumbai’s large-scale urban redevelopment momentum is accelerating as the Maharashtra Housing and Area Development Authority (MHADA) moves forward with ambitious cluster redevelopment plans across key residential layouts in Andheri, Bandra and Worli. The redevelopment initiatives are aimed at transforming ageing housing colonies into integrated urban communities with upgraded infrastructure, larger homes and improved civic amenities.
The redevelopment drive is being aggressively led by MHADA Vice-President and CEO IAS Sanjeev Jaiswal, who continues positioning cluster redevelopment as a long-term solution for Mumbai’s ageing housing layouts and land constraints. With redevelopment projects now expanding across multiple large residential zones, MHADA’s strategy is increasingly focused on creating modern housing ecosystems with planned infrastructure, open spaces and enhanced residential facilities across Mumbai.
MHADA Advancing Cluster Redevelopment in Three Major Mumbai Layouts
MHADA has initiated cluster redevelopment planning in Sardar Vallabhbhai Patel (SVP) Nagar in Andheri, Bandra Reclamation and Adarsh Nagar in Worli under the Construction and Development Agency (C&DA) model.
The cluster redevelopment framework allows MHADA, as the land-owning authority, to appoint private developers for integrated redevelopment of large layouts. Under the model, residents are expected to receive larger homes, while upgraded infrastructure and organized planning are incorporated across the redevelopment zones.
The initiative is also aimed at improving land utilisation and creating more sustainable urban development models within densely populated parts of Mumbai.
MHADA Says Cluster Redevelopment Improves Feasibility
According to MHADA Vice-President and CEO IAS Sanjeev Jaiswal, certain layouts would not have been feasible for redevelopment under conventional development control provisions.
Speaking about SVP Nagar, Jaiswal stated that redevelopment under DCPR 33(5) would not have been practically possible in the layout. He explained that the project was made feasible under DCPR 33(9), which supports cluster redevelopment through an incentive-based model.
For Bandra Reclamation and Adarsh Nagar, MHADA believes cluster redevelopment can help create integrated living environments with modern infrastructure, community amenities and better urban planning.
Officials have indicated that nearly 60% to 70% of future housing supply in Mumbai is expected to emerge through cluster redevelopment initiatives, with a significant share allocated toward economically weaker and lower-income groups.
Three Bids Received for Each Redevelopment Layout
MHADA has already received three quotations for each of the three redevelopment layouts after floating tenders on April 8.
Collectively, nearly 206.49 acres of land are proposed for redevelopment under the cluster model.
According to officials, technical bids are scheduled to be opened first, following which financial bids will be examined at a later stage after scrutiny of technical qualifications.
The strong response from developers highlights growing interest in large-scale redevelopment opportunities across Mumbai.
Cluster Redevelopment Expanding Across Mumbai
The latest redevelopment push forms part of MHADA’s broader urban renewal strategy already being implemented across several major Mumbai layouts.
In 2025, other large housing layouts brought under cluster redevelopment included:
- Abhyudaya Nagar at Kalachowki
- Guru Teg Bahadur Nagar in Sion
- Motilal Nagar in Goregaon West
- Kamathipura in South Mumbai
Officials believe integrated redevelopment planning can significantly improve infrastructure quality, housing standards and civic amenities in older residential clusters.
SVP Nagar Redevelopment Focuses on Larger Homes
SVP Nagar in Andheri West includes 98 chawls that were purchased by residents from MHADA nearly four decades ago.
According to MHADA’s proposed cluster redevelopment model, residents across multiple housing categories are expected to receive significantly larger homes after redevelopment.
For example:
- Existing homes measuring 234 sq ft, 278.46 sq ft and 363.60 sq ft are proposed to receive 686.52 sq ft apartments
- Homes measuring 1,318.25 sq ft are proposed to receive apartments measuring 2,288.19 sq ft
The redevelopment proposal is being positioned as a major opportunity for infrastructure modernization and housing upgradation within the locality.
Bandra Reclamation and Adarsh Nagar Cases Under Legal Review
Some housing societies in Bandra Reclamation and Adarsh Nagar have approached the Bombay High Court regarding redevelopment-related issues and consent provisions.
The petitions related to Bandra Reclamation are expected to come up for hearing again on June 9.
Meanwhile, the Bombay High Court has allowed the tendering process to continue, subject to the final outcome of the petitions.
MHADA has maintained that cluster redevelopment remains an important mechanism for achieving large-scale infrastructure upgrades and organized urban planning in older Mumbai layouts.
MHADA Positions Cluster Redevelopment as Mumbai’s Future Housing Model
As Mumbai continues facing land scarcity and ageing housing infrastructure challenges, MHADA is increasingly positioning cluster redevelopment as a key long-term urban development strategy.
Officials believe consolidating large land parcels into planned redevelopment zones can help improve:
