MHADA to Launch Redevelopment Monitoring Portal, Target 3-Month NOC Approval Process
The Maharashtra Housing and Area Development Authority (MHADA) is preparing to launch a dedicated online portal to track redevelopment projects, speed up approvals, and improve transparency. The authority also aims to reduce the time required to issue No Objection Certificates (NOCs) for cessed building redevelopment from 14 months to just three months.
Announcing the initiatives on October 14, 2026, MHADA Vice Chairman and Chief Executive Officer Sanjeev Jaiswal said the new digital systems would help improve project monitoring, simplify public services, and support the development of affordable housing across the Mumbai Metropolitan Region (MMR).
The announcements were made during a redevelopment conference and stakeholder interaction program organized by MHADA in Bandra, Mumbai. The event focused on speeding up redevelopment, improving coordination among stakeholders, and expanding affordable housing opportunities.
New MHADA Portal to Track Redevelopment Projects
MHADA is developing a dedicated monitoring portal to track the progress of its building redevelopment, cessed building, and group redevelopment projects. The system will cover projects undertaken under Development Control Regulations 33(5), 33(7), 33(9), and 33(24).
Jaiswal said the portal would improve coordination among MHADA's Building Permit Cell, developers, architects, and engineering teams. Once a project's commencement certificate is issued, developers and architects will be required to submit progress reports every three months and upload three photographs showing the project's current status.
This system will help concerned executive engineers access updated project information online, making it easier to monitor progress, identify delays, and improve accountability.
MHADA Targets NOC Approval Within Three Months
MHADA's Mumbai Building Repair and Reconstruction Board is also developing a separate online portal to process NOCs for the redevelopment of cessed buildings.
Currently, the approval process is handled offline and can take approximately 14 months. The proposed digital system aims to reduce this period to three months, helping developers move forward with redevelopment projects more efficiently.
The portal will include Geographic Information System (GIS)-based building selection, Optical Character Recognition (OCR) technology, automated verification, and digital consent and approval facilities. These features are expected to simplify documentation, reduce manual work, and make the approval process faster and more transparent.
Online Land Rent Payments and Lease Renewal
MHADA is also working on an online platform for plots leased under its various schemes. Through the proposed service, citizens and institutions will be able to access lease-related information, pay annual land rent, and renew their leases online without visiting government offices.
The service is planned to be available 24 hours a day, offering greater convenience to property holders and institutions. It will also help MHADA maintain digital records of leased plots and improve transparency in land management.
Dedicated Portal for Rental Housing
A separate portal for rental housing is also under development and is expected to launch soon. Jaiswal shared information about proposals submitted to the government to expand the availability of rental housing.
During the conference, MHADA Chief Engineer Anil Ankalgi presented the proposed rental housing policy, explaining its major provisions and the next steps. The draft policy aims to provide a structured approach to expanding rental housing opportunities.
MHADA Targets 8 Lakh Homes Under Affordable Housing Plan
Jaiswal highlighted the Mumbai Metropolitan Region's selection as a growth hub for the housing sector. The broader target is to develop approximately 30 lakh affordable homes by 2030, with MHADA responsible for delivering eight lakh homes.
The new monitoring and approval systems are expected to support this goal by improving project oversight, reducing administrative delays, and strengthening coordination between government agencies and private developers.
Developers Urged to Control Pollution and Support Regulatory Reforms
Jaiswal also called on developers to adopt appropriate pollution control measures while carrying out redevelopment projects. He encouraged industry representatives and other stakeholders to recommend changes to the Unified Development Control and Promotion Regulations (UDCPR) to help increase the supply of affordable housing.
The conference was attended by Milind Shambharkar, Chief Officer of the Mumbai Building Repair and Reconstruction Board; Milind Borikar, Chief Officer of the Mumbai Board; senior MHADA officials; and representatives of real estate industry associations, including MCHI, CREDAI, and NAREDCO.
The initiatives reflect MHADA's efforts to use digital platforms to improve redevelopment monitoring, simplify approvals, and make housing-related services more accessible to citizens and institutions.
